HARC believes that the
successful and effective functioning of Panchayati Raj institutions depends on
the levels of awareness and knowledge of panchayat representatives as well as
the citizens regarding their roles, responsibilities and rights at all the
three level. If these institutions of local development are active, well
equipped with the information and knowledge, sensitive to people’s voice and
concerns, the goal of strong, accountable and responsible local self-governance
can be achieved.
Capacity building of
panchayat representatives is a continuous mission of HARC. Under this mission,
HARC makes interventions to enhance the knowledge, skills and awareness of
elected representatives, with special focus on women, dalit and other backward
classes. The capacity building interventions focus on a variety of issues
like- roles and responsibilities of ERS, bottom up planning, leadership
development, development schemes, conducting panchayat and gram sabha meetings,
functions of permanent committees of Panchayats, social security schemes,
account management in panchayats etc.
